InnovATE convened a workshop on Opportunities for an International Teacher Certificate Program in Agricultural TVET in Central America at EARTH University in Costa Rica in April 2017. Forty-two representatives from Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, and the United States participated. They included ATVET teachers and directors, policy makers from the Ministries of Education and Agriculture, industry, as well as support ATVET organizations such as donors, implementer’s, and consultants.
The purpose of the workshop was to discuss the hypothesis that a regional certificate program designed cooperatively by TVET authorities in the region could offer a quality, uniform curriculum that teaches the best in vocational education pedagogy. A main objective for the event was to determine if such a regional certification program is attractive ATVET stakeholders in the region.


Workshops participants agreed that there is a need for regional continuing professional education for ATVET teachers. There are plans to work with the Central American Educational and Cultural Coordination (CECC) of the Central American Integration System (SICA) to continue efforts to make a regional certification program a reality.

On February 22nd, InnovATE hosted an Ask Ag Chat on Agrilinks entiled: “Ask Ag About…Positive Youth Development.”

The panel consisted of Gary Walker (USAID Bureau for Food Security); Bineta Guisse (USAID Education and Research in Agriculture (ERA) project); Prosper Doamekpor (Tuskegee University); Umaru Sheriff (4-H Liberia); and Susan Naburi (4-H Tanzania).

The experts discussed questions from the online audience on a range of topics concerning PYD including:
  • Youth are very diverse. What tools or methods do community-based programs use to engage youth demographics, inclusive of gender, education, religion, and life-stage, in agriculturally-focused work?
  • How should key stakeholders be engaged to create a positive youth development program?
  • What types of training or extension services are most effective for creating sustainable community based youth programs?
  • How are positive youth development programs different or new compared to other community-based programs used to provide agricultural and life skills to youth?

The INGENAES Global Symposium and Learning Exchange was held in Lusaka, Zambia January 23-25, 2017. The INGENAES project was designed to assist partners in Feed the Future countries to build more robust, gender-responsive, and nutrition-sensitive institutions, projects and programs capable of assessing and responding to the needs of both men and women farmers. The Learning Exchange was three days of sharing past experiences, human-centered design, and innovations in gender and nutrition issues in extension. InnovATE’s own Ruth Mendum, of Pennsylvania State University attended and presented on InnovATE’s training modules on gender bias called, “Teaching Gender to Secondary and Tertiary Students.” Mendum and her colleague, Patricia Neiner also from Pennsylvania State University, developed the modules. Mendum not only taught others about using this gender tool but also took away some valuable lessons.

The form of the training was a key issue for potential users. Mendum said, “The fact that our modules can be downloaded and used on paper for use in areas where there is no electricity or Internet access was surprisingly important.  I had the opportunity to download materials for one participant and it was clear that others intended to use our materials in that way.”

This is an important lesson for InnovATE and other international development projects. Mendum said, “In the future it would be useful to think about a scaffolding approach where we offer a high tech Internet ready version, a downloadable Power Point version  as we do now, and then perhaps a downloadable version designed for use as a physical, paper object.  One might even like to think about working with literacy education experts to create non-electric, non-English or even pictorial materials for use in some contexts.”

Additionally, Mendum reported, “For all kinds of reasons the request was made that advanced training happen in-country or regionally rather than requiring that one travel to the US.  Several participants mentioned that both the time required for travel from remote areas and the financial burden of both travel and visas made this conference [in Zambia] uniquely accessible.”

Mendum also took away an important lesson about international collaboration on gender training. She said, “Beyond the pragmatic issues, gender training is a sensitive cultural topic.  I spent most of the three days I was in Lusaka, talking to everyone I could reach about their needs and desires for non-controversial, culturally inclusive gender training.  In my view, at this particular place and time in history, it is important for US citizens to take the time to travel to their collaborators and learn and create together in non-US spaces.”

The 5th Biennial Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) Conference  was held in Cape Town, South Africa from October 17th to 21st. The theme of the conference was “Linking Agricultural Universities with Civil Society, Private Sector, Governments, and other Stakeholders in support of Agricultural Development in Africa.” InnovATE held a side event that brought together presenters from universities and youth development organizations in Ghana,Liberia,Senegal and Tanzania. Participants discussed agricultural outreach programs and curricula, university cooperation in positive youth development programs, and community-focused experiential learning. 

One of the audience members wrote in appreciation of the session, “The stories from different countries were very interesting and educative. Personally, I feel like the program is very powerful in youth development and commercialize the agriculture sector especially in LDC’s where rural – urban migration and unemployment rate is very high. I feel like Agriculture is the solution to this. As a youth, I believe we can make the Africa we want by changing our mindset towards agriculture and engage ourselves effectively in agriculture activities.”

USAID/Tanzania’s Feed the Future (FTF) program intends to invest in human and institutional capacity development through a new activity that includes the ministerial vocational institutes and universities. The activity will assist select institutions to improve the relevancy of their curricula and the effectiveness of teaching in order to produce graduates with skills that match employment needs and who will contribute to transforming Tanzanian agriculture.

USAID/Tanzania requested InnovATE to field a design team for a scoping activity was conducted from September 6-27, 2016. The team was comprised of:

  • Asia Barnabas – independant local consultant
  • Dave Hansen – The Ohio State University
  • Joseph Mukuni –  Virginia Tech
  • Amy Nagy – USAID, Bureau for Food Security
  • Larry Vaughan – Virginia Tech
  • Rebecca Williams – University of Florida
